wouldn't it be a better idea to make it mandatory that the money for schools is evenly distibuted? a serious change in where the collected money goes before it is earmarked for education is needed so it can be changed.why can't the legislature change the way and how often they meet and maybe the really important things might be taken care of. you have to be able to change the "old" ways so you can create some "new" and hopefully better ways.
